On Friday, April 8, 2022, President Biden officially signed the following bills into law to end permanent normal trade relations status for Russia and Belarus and to enact the previously announced ban on Russian oil:
- H.R. 6968 – the “Ending Importation of Russian Oil Act” bans any importation of energy products from the Federation of Russia.
- H.R. 7108 – the “Suspending Normal Trade Relations with Russia and Belarus Act” halts all normal trade relations with the Russian Federation and the Republic of Belarus. The rates of duty set forth in Column 2 of the Harmonized Tariff Schedule of the US (HTSUS) shall apply to all Russian and Belarusian products effective for shipments entered or withdrawn for consumption on or after April 9, 2022 through January 1, 2024. According to the bill, US Customs and Border Protection (CBP) will issue a follow-up CSMS message should the President decide to increase the rates of duty above Column 2 for applicable products from both countries.
