On Monday, August 7th the office of the United States Trade Representatives (USTR) published its finalized second list, officially known as “List 2”, of Chinese products; these tariffs will be subject to additional duties effective August 23rd. In its final iteration, “List 2” places additional duties of 25% on $16 billion of Chinese products, spanning 279 HTS codes.

Keeping in line with the administration’s focus on counteracting China’s purported advantages over the U.S. in trade involving tech and electronics, List 2 mainly targets electronics and chemicals. Though the latest version of List 2 closely mirrors its initial conception, this final iteration excludes the following 5 HTS codes: 3913.10.00, 8465.96.00, 8609.00.00, 8905.90.10 and 9027.90.20.

Despite List 2 being finalized for all intents and purposes, the USTR plans to hold one last period of exclusion requests. No further details have been released at this time, though the USTR said it plans to release instructions of filing final exclusion requests “soon”.

In response to the administration’s actions, China has already announced retaliatory tariffs on $16 billion worth of U.S. goods. Shapiro will provide more details here as they become available.
