What is the Automated Manifest System (AMS)?

The Automated Manifest System (AMS) is an electronic information system used by U.S. Customs and Border Protection (CBP) to screen and process cargo shipment data before it arrives at a U.S. port of entry. AMS is required for all air, ocean, rail, and truck shipments entering the United States.

Developed to enhance national security and streamline trade compliance, AMS allows CBP to review shipment details in advance to assess risk, ensure proper documentation, and improve cargo flow efficiency.

What Does the Automated Manifest System Do?

  • Collects cargo manifest data electronically from carriers, NVOCCs (non-vessel-operating common carriers), and freight forwarders
  • Enables pre-arrival screening of shipments by CBP for security and compliance
  • Facilitates faster cargo clearance and port processing
  • Flags shipments that may require inspection or additional documentation

AMS Filing Requirements

Ocean carriers and NVOCCs must submit Importer Security Filing (ISF) and AMS data at least 24 hours before cargo is loaded onto a vessel bound for the U.S. This is known as the “24-Hour Rule”.

Key information submitted in AMS includes:

  • Bill of lading numbers
  • Shipper and consignee details
  • Description of goods
  • Container and seal numbers
  • Port of origin and U.S. destination

Example in Practice

A steamship line transporting containers from Shanghai to the Port of Los Angeles must file the cargo manifest data electronically through AMS at least 24 hours before the vessel departs China. This gives CBP time to vet the shipment before it arrives.
