On September 13, 2024, the U.S. Trade Representative (USTR) revealed several updates regarding China 301 tariffs, following public input on its notice dated May 28, 2024. The actions include new and increased tariffs on 382 products across various sectors, including electric vehicle batteries, semiconductors, medical supplies, and critical minerals. These tariff changes are set to take effect on September 27, 2024, with some increases rolling out in 2025 and 2026.

Additionally, the USTR announced plans to raise tariffs on certain tungsten, wafer, and polysilicon products, with more details to be released soon.

An exclusion process will also be established for certain machinery used in U.S. manufacturing, exempting them from China 301 duties. Meanwhile, 14 specific types of solar manufacturing equipment have been granted temporary tariff exclusions, retroactive to January 1, 2024, and lasting through May 31, 2025. U.S. Customs and Border Protection (CBP) will provide guidance on how to claim retroactive relief for these excluded items.
