Based almost exclusively on the historical levels of flooding in the aftermath of Hurricane Harvey, all major components of Houston’s vast transportation gateway are closed and inoperable. George Bush Intercontinental Airport (IAH), The Port of Houston, and all major rail ramps remain closed with only IAH hoping to open as early as Thursday, August 31st. The vast majority of truckers cannot operate since they face unpassable roadways, damaged equipment, and a displaced driver population.

The following vessels discharged at The Port of Houston before cargo could be processed for pick-up: CMA CGM’s Niagra, Hamburg Sud’s Monte Sarmiento, Cosco’s Jeddah and Maersk’s Pittsburgh. All other sailings listing Houston as a port of call are expected to divert to other seaports, and updates have been difficult to obtain.

Fortunately for importers, CBP has indicated no changes are required for entries that have already been filed for diverted shipments and also that alterations to Importer Security Filings are not necessary. Similarly, the Food and Drug Administration has announced that changes to prior notices are not necessary.
