U.S. Customs and Border Protection has been actively tracking and assessing stakeholder readiness for the mandatory filing of all electronic entries and corresponding entry summaries in the Automated Commercial Environment (ACE). While significant progress has been made, continued concerns about stakeholder readiness have necessitated an updated timeline for the mandatory transition to ACE for electronic entry and entry summary filing.
Taking into consideration the input from our stakeholders, CBP has implemented a staggered approach to the mandatory filing of electronic entries and corresponding entry summaries in ACE, and the decommissioning of electronic entry/entry summary filing capabilities in the Automated Commercial System (ACS).
The updates ACE transition timeline will be as follows:
February 28th, 2016
CBP will begin to offer limited Client Representative and Technical Service Desk support for ACS entries that could be filed in ACE. Priority processing will be given to ACE entries over ACS entries.
March 31st, 2016
Filers will be required to file ACE entry summaries (not ACE cargo release) for the following entry types:
- 01 – Consumption
- 03 – ADD/CVD
- 11 – Informal
- 23 – TIB
- 51 – DCASR
- 52 – Government Dutiable
Filers will be required to file all ACE entry summaries and ACE cargo release for entries with the following PGAs unless paired with another PGA not covered in the list:
- APHIS Lacey Act
- NHTSA
May 28th, 2016
Filers will be required to file ACE entry summaries and ACE cargo release for the following entry types:
- 01 – Consumption
- 03 – ADD/CVD
- 06 – FTZ
- 11 – Informal
- 23 – TIB
- 51 – DCASR
- 52 – Government Dutiable
Filers will be required to file all ACE entry summaries and ACE cargo release for entries with the following PGAs unless paired with another PGA not covered in the list:
- APHIS Lacey Act
- NHTSA
FDA will continue to be allowed in ACS to allow transition. A mandatory filing date will be announced for FDA at a later time.
Summer 2016 – Dates TBD
Filers will be required to file ACE entry summaries and ACE cargo release for the following entry types:
- 02 – Quota/Visa
- 07 – ADD/CVD and Quota/Visa
- 12 – Informal Quota/Visa
- 21 – Warehouse
- 22 – Re-Warehouse
Filers will be required ACE entry summaries for the following entry types:
- 31 – Warehouse Withdrawal Consumption
- 32 – Warehouse Withdrawal Quota
- 34 – Warehouse Withdrawal ADD/CVD
- 38 – Warehouse Withdrawal ADD/CVD and Quota
The following PGAs will be provided for electronic filing:
- AMS
- ATF
- APHIS non-Lacey
- CDC
- DCMA
- DDTC
- DEA
- E&C
- EPA
- FWS
- FSIS
- NMFS
- TTB
